We have a daughter who is now waiting to attend high school, but with the high cost of educaiton in Japan, we are looking for other alternatives like a cheap private school or public school that has many foreign student who basically speak english. We desperately need help, since my daughter has been out of school for 6 months. She speak and read a little Japanese.

"International Schools" are by definition private schools, though, as in the case of the French Lycee for example, there might be some subsidization of tuition by the country that sponsors the school (if it is a nationally sponsored school). I think the German school may be one of these. Not all "international schools" are sponsored by a country.

I have heard that there is a Russian school (but maybe it is only on the weekend?) and people from all over Eastern Europe use it.

IN ADDITION, publicly funded schooling ends with grade 9 in Japan. So if you come from a system where public school goes through grade 12, this may be a surprise. However, there are Japanese "public high schools" that are subsidized by local government, though there is a tuition that needs to be paid.
