I just picked up a brochure at the travel agent for SKYMARK Airlines. Some may have read about them in the paper. They are cheaper but unfortunately only fly to four destinations (I was looking for Hokkaido but alas no luck). All depart from Haneda Airport, Tokyo. These are round trip fares:

Hi, if you can muddle your way through their website, JAL has the discount seats for January (20-30 date segment only) going on sale from 20 Nov. to 27 Nov.

You can also use their travel agent locations to book these discount flights (they are about Y20,000 round trip anywhere within Japan). They also sell them at the lobby of their JAL City Hotels.

Every month there is about a 7-10 day segment during which seats are available at this price, but you have to buy them 2 months in advance during a certain week. It's complicated.
