To find a doctor, you might start here:

Himawari Service (Tokyo Metropolitan Government) 03-5285-8181
Will try to connect you with a doctor that speaks your language. Open every day including all holidays from 9:00-20:00.
Himawari Interpretation Service (Tokyo Metropolitan Government) 03-5285-8185
Officially available from 17:00-20:00 but may be provided earlier if the staff is not busy with other calls. In five languages: English, Chinese, Spanish , Korean and Thai. Togalo available on Wednesdays. Does not officially include the Kawasaki/Yokohama corridor - but there is some information for some areas outside but near Tokyo available.

And:

AMDA International Medical Information Center (Though located in the same building as and sharing information and some personnel with Himawari ServiceTokyo, they are officially an NGO and separate from Himawari) 03-5285-8088
Hours: Mon-Fri: 9:00 -17:00 Has greater geographic reach or can provide contact numbers for other NPOs in other areas.
Used to be the "Association of Medical Doctors in Asia" but they have changed their "name" but kept the AMDA (because there is another AMDA that they did not want to be confused with - go figure).

Yes, I can see what's wrong with the set-up, expecially offering interpretation outside of regular doctor's house seems rather counter-productive, but their attitude is that it is free and you should be saying thank you instead of asking so many questions. (Well, it may appear "free" but it is paid for by tax-payer money, isn't it?)

They answered that some of the staff is made up of volunteers, but actually they are paid volunteers.
