The public library system is well developed, at least in Tokyo. My experience is in my part of town, Bunkyo-ku. Most of the branches subscribe to at least one English language newsmagazine such as Newsweek or Time, and the children's books sections are dotted with selections in English. It is a good idea to visit different branches because there is variation in the content.

Many of the libraries also have private rental rooms for meetings of one sort or another. I'm not sure what the rules are, but the rental fees are minimal. If anyone has information regarding their local libraries please send it to me so that I can include it on this page.

Library guide for Bunkyo-ku:
There are 11 libraries and all are welcome to use them (you do not have to be a resident of Bunkyo-ku).
You can borrow books, CDs and Videos (Videos are available only at Sengoku branch).
You can use a copying machine at 10 yen per copy.
Storytelling for children is scheduled and there is some space allocated for reading and studying.
You must get a library card if you wish to borrow materials. You will need to fill out an application form and bring confirmation of your address (a passport will not work for this). You can use your library card at any of the 11 branches of the Bunkyo ward public library network.
