They should be available for free from an international centre, or something like that. They have two types: one for East and one for West Japan, usually there is only one type available. Their website: (in case you want to check where to get them)

I saw some copies at Tobu Dept. Store (Foreign Books section) at Ikebukuro last year. It costs around 2,000~3,000 yen I think.

There are two English phone books available in Tokyo. The one by NTT is free (called Townpage) and you can send them a fax requesting it and it will be delivered.
