may use, is bound to put a parent into a state of anguish! Read on.
There is hope, of sorts.
In Japan, most municipal governments run a public day care system. In some
places it has been notoriously inadequate at filling the need. Frankly, I
think the lack of good day care options is at least 30% responsible for the
decline in the birth rate.
Recently there have been some improvements. Though the current system in no
way resembles the extensive day care system implemented after the war, there
are more options now than there were in 1996, the year my daughter was born.
